The Council for Culture & Arts for Tallahassee/Leon County (COCA) engaged Artspace in early 2007 to assess the potential for their "Arts Exchange" project concept to become a reality. The findings of that initial visit and a regional survey of artists and arts organizations that followed, were extremely positive.

In January 2008, COCA received a great show of support in the form of a very generous $375,000 grant from the Knight Foundation to move the project forward. COCA then invited Artspace to undertake the project's development.
The project envisions affordable space where creative individuals including performing and visual artists may live and work, have studio space, and where a variety of arts organizations and creative businesses may relocate and thrive. The Boys’ Choir of Tallahassee and the Tallahassee Ballet are two of the anchor tenants for the arts incubator space.
